Are providers able to task other providers that belong to another Org?

Provider to provider tasking not associated with a patient is possible.
If the tasking is associated with a patient and the providers belong to different shared Orgs, the patient needs to be available in BOTH Orgs. Patients will not be available in any given Org until an appointment is made with a Provider/Resource in that Org.
