Is there a way to add other icons to the top bar of the Clinical Desktop, such as New Task?

No

But a "New Task" button can be added to the bottom of any component of the Clinical Desktop

1. Login as Administrator > TWAdmin > Work Def Admin
2. Select the clinical desktop view to be modified from 'View' dropdown
3. Click Add/Edit Clinical Desktop View
4. From the appropriate component, select the tab on which the new button should be added
5. Click 'Define Buttons'
6. From the commands tab drag 'New Task' down into the buttons bar
