Q: Why can't some users (all of the same specialty) see certain notes in the note selector?

Because the note in question may be associated with a secured document type. To check this go to the Document Type dictionary, find the document in question and click the security button to see if there is security on it at the document type level. Also verify which users have or are missing the specified security from Security Admin.
